symptoms of bad turbo?

What are the common symptoms of a bad turbo? My turbo will spool up and hold 10psi but thats it. There is a whining noise under the hood but only under boost not vacuum. My question is : if the turbo was bad would it spool up and HOLD boost?
 
My stock turbo just went and I had the same scenario. At first just a strange phzip noise and the the bearing totally let loose. Just before that let loose I couldn't get full boost, but this was only a matter of one or two days. My oil light was on during this strange noise time. I kept it level but was burning more than usual.

Not sure if this is your problem or not but thats the way it happened to me. Doh

Now I'm in the which turbo do I go for mode.
 
Really the only time I see alot of smoke is on startup. I do see some under acceleration but by no means would I call it a smokescreen. Would a bad intake gasket make you lose boost? I know I have a problem somewhere just trying to narrow it down.
