some questions about turbo

I have a ported big16g turbo on my car, w/ 7.5 cr pistons and ported head & 02 housing. I have a few questions about the turbo and what it is doing on my car. It spools at about 2800~3000 rpms, and reaches full boost at about 3200 rpm.

The turbo makes the loud suckin noise which is ok, but it also makes a slight chattering noise at full boost. also, when i shut the car off, it sounds like the turbo continues to spin, rather loudly for a few seconds.
Is this normal?

I am running 10 psi, b/c i dont think my obx-r boost gauge works too well, it reads 10psi whatever my mbc is set at and i can hear and feel the difference so i just unscrewed the mbc all the way for safety's sake.

also, the allen screw on the head next to the oil feed line for the turbo, should that be screwed in or out and what does it do?

have you noticed any white smoke coming from the exhaust? how many miles are on the turbo?? Have you checked for shaft play? Also when you spoke about the turbo still spinning for a while after you shut the car off...ive also noticed the same thing on my 14b if i where to shut the car off somewhat early(i dont have a turbo timer) it will still spin and its somewhat loud. If i where you i would let it cool down just a little longer from now on when your ready to shut the car off.
 
no smoke, its a brand new turbo, it has 492 miles on it so far( the motor is the same)

has anyone else had trouble w/ the boost gauge? my gauge only reads till 10 psi then stops going up higher. :confused:
