So my car is in the shop but I had a question in the mean time. Is the sound in this clip compressor surge, because this is what my car was doing when it was running. http://www.26liter.us/ it is the video that says 3' Exhaust right at the end when he lets off the gas.

yes, so were you having problems with a release valve? What mods do you have? Sounds like (if there is a BOV) the BOV is either not hooked up or not hooked up properly (as I didnt hear ANY release, though it could be something very stiff and there was just not enough pressure to open it).

IF it's sounds like cha cha cha kinda like a flock of birds then it's compressor surge. I couldn't find the video you were talking about. That link goes to about 15 videos, non of with have a title that has anything to do with that your talking aout.

Those are all the mods and I still here my BOV, but AFTER I hear that noise... How do I stop the surge?

SOften it up a little bit...
Everyone has varying opinions on Greddy Type-S so you may here a lot. However how do you have the vacuum lines routed to the BOV?
And where are those lines coming from?

Basic rule of thumb with BOV's: If its NOT surging at all at very low (<4psi) boost levels than the chances are it will not be holding higher boost pressures (considering its a pull type and its at the same adjustment setting). If its surging a little bit at low boost levels, holds the amount of boost you are shooting for and rarely surges then I wouldn't sweat it. If its surging VERY often even at medium to higher boost levels (anything over about 6psi) then its much to stiff and/or there is a problem with the way your lines are settup or mechanically with the BOV itself.

Mine would surge at anything less than about 5psi (a very little amount), but I was demanding mine hold 20+ psi constantly so I never minded the trade off. Some people may freak out and say how bad compressor surge is (and it does sound bad technically); but quite honestly I have seen settups last a VERY long time with some trick amounts of surging going on (not that this is anything to base off of). Basically I don't think its really much to worry about if you here a little fluttering every now and then with your settup.
