need help with tranlsation.

Ive never worked on Piston engines..only rotary. Im looking at getting a 92 vr4, but i need help with this. Does this constitute a 'race' engine. Thanks guys, i appreciate the help and understanding.

The block had been shotpeened, and blue printed."

I'm questioning the "upgraded mitsubishi cams" and I don't think you shotpeen the whole block.
