are the fins of an intercooler fixable???if so where do I go and how much would it be?I might buy a used one but the bottem of the fins are bend in..

Most if not all intercoolers are made of a weldable metal. almost any welding shop should be able to fix it but weather or not it is worth it is the question.
 
Sure. A radiator shop, or an HVAC shop. Or, some hours with needle-nose pliers listening to the radio. HVAC shops also have tools just for straightening fins. If it's drastic damage, the fins will probably break off when you try to straighten them, and you have to watch for cracks in the air passages where the fins are attached.
