wastegate arm cause of creep???

ive ported my wastegate on my 14b twice and ive installed the 34mm flapper door. i still have creep and im wondering if the length of the actuator arm is the cause of the problem? it seems like the actuator only opens the door to half of its total throw. if i could get it to open more i prolly wouldnt have creep at all. is there any quick fixes to this or an alternatives to the problem?? i ported the 02, gasket, and the turbine housing to the point where it could open a full 90 degrees. and i really dont wanna drop the whole assembly again.
 
nothin is stoppin it other then its out of travel. and no i dont have a cat which is the prolly the reason i have so much creep. i might try one last time and go crazy on the porting, but its getttin rediculous!!!
 
yea pretty much since i didnt get one with my exhaust... it would cost alot more to get it installed and its not somethin i really want. i think i would try a silencer in the muffler or somethin before i spend all that money on a high flow cat.
