What is the wastegate arm and what does it do? i dont know if that is the exact name for it but it basically looks like an arm comming from the wastegate. sorry for my ignorance in this area but i dont know.
 
The arm is what connect to the the wastegate flapper on the turbo. when the actuator reaches the disred boost pressure it pulls or pushes on the wastaget arm which pulls or pushes the wastegate flapper door open to regulate boost.
 
then you wastegaet flapper would open right when the turbo spools and your boost pressure would be way down
 
well would that be why my psi is at like 9 when my XBC controller is almost all the way closed,because i cant figure out why i keep increasing the boost controller but my psi isnt goin up that much at all. also i have the stock airbox and filter, basically no mods so could that be why its not working all that well? any help would be awesome.
 
It does not sound like the arm is broken. I drove my car one day without anything attached to the flapper. it just blow open and the car made no boost. What it sounds like is that the turbine housing is cracked around the flapper. If you still have the original turbo on your car that is what I would put my money on as being the problem.
 
My wastegate arm had slipped off one time and i was only able to make like 1 PSI max because the wastegate would open as soon as there was any boost, So i think your actuator is still working....maybe you need to turn the MBC the other way????
