Most watercooled systems have been proven to be inefficient for street usage.

I'd say go front mount.

Also, this is the wrong forum.

you wont be able to drive your car daily if you use an a water to air cooler. because the water needs to be kept at below 50 degrees f at all times

50°? That sounds awfully low. We routinely run an air-to-air setup in 100°+ conditions, I'd say even keeping the water to ambient would give more benefit than air-to-air due to water's more effective transfer of heat.

I was going to get a 5 gallon fuel cell with water in it and route it to the water end.
