That's definitely an interesting idea (it's been done in computing just recently as well. People spraying their internal plastics so they glow with cathodes.)

But I don't think I'd use them. I prefer the stock rims, actually (on my 1g)
 
Cops will pull people over so fast for those. Not to intone they are illegal, but Cops in WA hate anything that stands out.
 
I once saw a naked fat guy covered in that glow stick stuff run through a campsite while shouting wooo, woooo at 2 in the morning. for a beer.

I've actually used the glow in the dark stuff from House Of Kolor. It's not really a paint, but an additive for the clear coat. I had it on a 90 RX-7 That we had painted pearl white. It has a subtle green to it at night when it glows. Looks really sharp actually, IMO
 
the paint additive doesn't show up as bright as those rims look. Those rims are probably shown with a black light. The paint additive I had was really subtle, but enough to notice when looking at it. It was kind of like the car had an aura
