new headlight bulbs..

time to purchase new headlights. i've heard talk about the sylvania cool blues and the silverstars. between those two, which provides the best weather lighting (ie., heavy rain, fog etc)? living here in seattle, i need something that emits an awesome light for those kinds of weather conditions. please, nothing "too" blue. a hint of it is ok, but not too much. also, for those of you with experience with piaas, are the headlights worth the money? thanks in advance for any info you guys may have.

The Silverstars will be whitest; PIAAs have always been too expensive for me to try, I can't see them being worth what they cost.
For _real_ lights, go to a real company like Carello, Cibie, Marchal or Hella. The only thing I like about pop-ups is that you can get worthwhile replacement headlights for them.
