Headlight aiming if gears are not working

Hi guys, newbie of course
I have a question for my 98 Eclipse. I want to adjust the level of my driver side headlight but its doesnt seem to move. I can turn the big plastic wheel which moves the small plastic wheel but nothing happens. Is the small plastic wheel supposed to turn the metal wheel? If that is the case i tried to turn the metal wheel manually but the beam does not get any lower, and am i supposed to turn it to the left or the right to get the beam lower (I tried both, but nothing happend). If i cannot adjust the beam by turning the wheels, what can I do?. I need to get this resolved asap because I am blinding people with my HIDs. And also do i need to remove my headlight from the car to fix this? Any help would be appreciated. Thanks

PS. The gauge for the leveling shows the bubble all the way on the bottom, its that bad
 
From the back of the headlight, turning the large metal geared wheel to the right is supposed to lower the beam- you can remember it by "tighten down, loosen up".
If things are seized-up, try some PB Blaster or similar penetrant and see if it loosens it. Otherwise.... ulgh.

You have to be on level ground for the bubble indicator to mean anything, but yes, it's supposed to be near center.
