Need help fixing my exterior

I have no expcerience with painting or anything like that... but i was wondering on how to fix up some scratches and such...

Do i need to sand it down first, primer, and then some paint? Anything i know is from second hand knowledge, so any help from you guys would be better than what i know now.

If it's small scratches and dings I believe there's a cheap product that you can smear over it and it blends in with the surrounding paint, or it's made with the same paint code as your paint. Someone else might know a little bit more about it.
