Question for Law Buffs

Hey, I have a question to ask to all you law buffs (NY), I want to put a Talon 1Gb bumper on a 1Ga eclipse, but the eclipse bumper has reverse lights in it, and the talon doesn't, would it be possible to make the 3rd brake light on my spoiler clear or white and use it as my reverse light?

Then you'll also have to run Talon tails which have reverse lights built in. Otherwise the bumper won't fit.
