removing bumper support

I am going to be removing front and rear bumper support " track car only" this will be on a 90 talon and was wodnering how to remount the bumpers??? Will they sag without them

yes your stock bumper will be able to support itself w/o the bumper guards. God forbid you from having a head on collison if you drive it on the streets.

You may want to consider looking into an aluminum bumper. I know that a lot of companies that sell front mount intercoolers also sell aluminum "dummy" bumpers that weigh next-to-nothing. And, if for some reason you ever hit a wall doing 100+(I would hope if it was a drag only car ), you at least won't be guaranteed to be dead.
