What can be done prior to turboing? I have a stock 98 rs.

This is really vague, do you mean mods to do besides turboing or components of the turbo system that can be installed prior to installing the actual turbo?

I'm assuming you mean the latter.

You could install all fuel system components,
boost gauge,
a/f gauge wbo2 or nbo2,
I would run the wiring for an egt gauge if I had one, but I don't see any sense in drilling into your stock manifold for the probe if you're just going to be taking it off shortly
Install missing link or fcd.
You can tap the oil pan for the return line and cap the fitting until the turbo is actually mounted
You can mount an intercooler
Also you can upgrade your exhaust if you haven't already

DO NOT buy a new, name brand intake or header. You can hack the stock airbox and install a direct fit K&N filter, cut the airbox off and install a K&N cone to the end of it (you might re-use the filter on the turbo), or pick up a used header on the cheap if you want to mod and it's going to be a while before you can do the turbo thing.

Is this a side project, other than your 92?
