Hey, I have a 99 GS (n/t). There are no performance mods on the car (not even the bolt-ons). I do have a 4in tip on my muffler though. From what I hear, it sounds like it's coming from my exhaust pipe (somewhere beyond the cat). It goes away when I idle and when I push in on the clutch. But if I push in on the clutch and give it some gas and rev the engine the whistle comes back. The higher the rpm's the louder and higher pitch it gets. The only thing I can guess is that somehow the tip on my muffler is creating some kind of backpressure or I have a small hole somewhere in my exhaust pipe. I can tell a definite difference in power between the car with the whistle (GS) and my other eclipse (RS) that runs great. If you have and suggestions they would greatly be appreciated.
 
I'll second the exhaust leak theory. What you're describing sounds exactly what happened to me with my 97rs. Of course I never noticed any loss of power, or that the car had any power at all for that matter :p (j/k). Seriously though, I had like a rotted weld or something in the muffler and there was a tiny hole that made the most annoying whistle when I'd get on the throttle at all. Started out small, but just kept getting louder over time. Had one guy ask me if my car was supercharged once. LOL. Guess it sounded like the whine from a sc :-\ Anyways, I found someone getting rid of their oem catback exhaust from a 2g gs-t and threw that on and all was well again (cheap solution). That's just my experience, and from what you described, it sounds like the same thing.
 
I had the same damn problem way back when my car was stock! And yes, it's an exhaust leak :D After I upgraded my exhaust, the annoying whistle was GONE! You've probably already figured this out, but thought I would add my two cents, for safe measure.

Good reason to get an aftermarket exhaust system anyways :dsm:
