Heh, I'm in kind of the same boat as you except my budget is around 5-7k for the full set-up. I haven't really figured which brands or sizes I want yet. I think you'd do well to assemble the block yourself. It will leave you much more money to buy fuel accessories. Top end should be fine it has been proven to withstand plenty of power.
Add to this everything chris has said as well.
Pistons and rods alone will cost you $700+, then add bearings, block prep (machining, assy, cleaning), gaskets, oil pump, head and main studs (ARP). You'll be at $2,000 before you know it.
