Need help..? paid $900 for shortblock and receive bare block/head..?

I made a deal with a member of this forum to purchase their 6 bolt shortblock with close to oem compression...i needed a shortblock because i starved my engine with no oil caused from a bad leak and i was going to re-use my intake mani,exhaust mani,turbo etc....well we agree to a block and head for $900 shipped...i specifically ask the guy for compression numbers so that i get a fresh engine.. the numbers which came from the shop he had it tested were 165, 154,162,160....but what i end up receiving is a bare block and head...missing almost everything needed to make any compression let alone test for it...no pistons, rods, bearings, crank shaft, valves, cams, cam gears..pretty much just bare block and bare head (50 lbs according to ups)...and the guy expects me to accept this for the $900 i paid him...what do you guys think..? i specifically ask and pay for a block and head with good compression...and receive a bare engine with no compression... i'm hoping this is clearly disputable through paypal...but i would really appreciate any opinions or advice on the matter..?
