Rad fan wont turn on

So my rad fan wont come on i went to the local Junkyard and got a new 1 that looked fine. My old 1 was stiff and it looked like it was toast, really thought a new 1 would solve the problem but can having no coolant in the car affect it not turning on. Or is it most likely the switch or fuses.
 
Yes it will affect it. If its a 1g, there's a temp switch on the bottom of the radiator under the fan. (passenger side) the passenger fan won't come on until the radiator coolant is up to a certain temp. Push the a/c button in the car, and turn the air on to the first setting. Does the fan come on then?
 
There is a rad fan relay in the fuse box by the passenger strut tower. If its bad the fan wont kick on. There is a way to test it, you ground one pin and then jump another pin to a 12volt power source, if you hear a click its good, no click its bad. Can't remember which pins you use to do this check tho.
 
im ressurecting it after sitting for almost 2 years. not sure why there is no coolant but the coolant lights on on the dash and no it doesnt come on when i turn the a/c on. the a/c does though its the only way to keep it cool right now.
