Stuck in 2nd Gear

1999 eclipse GS

so ive done little research.. my car seems to go into "limp" mode..

it stays in 2nd gear no matter..

now the speedo doenst work either so maybe this is causing it? with the vehicle speed sensor

i am getting a trouble code
P0700 Transmission Control System Malfunction

so..

do i just need a TCU????

any ideas would be great!
