Do these look normal? (wastegate and bov)

Ok so I believe I have asked for your help on this same problem before (car has been down about 6 months now). I have some sort or mystery leak or something. I (very unfortunately) have an xspower 50 trim (I know, they are trash or whatever but I am a broke guy and thats what I am stuck with). It hasn't seen 1 psi of boost since day one. I have run MULTIPLE boost leak test and corrected all problems there. I can hear no exhaust leaks (not to say that there aren't any). But I am running out of ideas. The only thing I can think of is either the wastegate is sticking or the blow off valve is not set correctly. I have a Godspeed projects 38mm external wastegate and an hks ssqv blow off valve. I am going to include some pictures to see if that helps any of you guys with a diagnosis. Sorry for the long post, I am just very frustrated with my situation.

This is how the hks bov is setup, anything abnormal here?

The wastegate is fairly new, however I do not know how old the bov is. Like I said before though, I am broke right now and can't afford to buy new parts yet, especially when the bov worked perfectly 6 months ago on the t-25. I just need to know whats the best solution to fix what I have for the time being. I also know i need to recirc. the bov, so no need in throwing that in there.
 
I have boost leak tested like 5 times and fixed it enough to hold 10 psi for a few minutes before it slowly bleeds off. And yes the car drives fine, compression and leak down test turned out good, it just doesn't get a stitch of boost. There are no current boost leaks that I have found.
 
It is a Godspeed projects wastegate and it could be moved by hand before I installed it, I tried to push it down a little while ago but it wouldn't move, should I try to pull up on it or what?
 
is your wastegate dumped to atmosphere? If so can you hear it dumping while driving around? If so your wastegate is stuck open and thats why the turbo wont spool.
Have you checked your base timing yet?

Last, seeing as you have an xspower turbo, it could have took a $hit
 
I can't hear any exhaust dumping (yes its atmospheric dump). The wastegate that came with the turbo could easily be heard (as it was a piece and dumped constantly). The new wastegate sounds like its sealed good and you can't feel any air escaping from anywhere around it. The turbo is brand new (maybe 20 miles on it) and has very very little shaft play. Could it still be bad? It comes out of vacuum fine and just stops at 0psi like a its maxed out or something.
