Cant get more boost out of my Red

I got an internally gated fpRed, no matter how much the hallman mbc is adjusted I cant get stable boost past 19. It shoots to 24 which is what i want to be running then at aroun 5500rpm comes back down to 19. The actuator is also adjusted to the end and there is no boost leaks. 19 psi can be all that the actuator can take is it?

it might be blowing open. I would take the actuator off.. adjust it a bit tighter (so that you cant get it on by hand) and then put a bit of compressed air pressure into the gate so that it moves and then connect it. This will give you some preload.
