A/T shifting problems?

Hey, i think I am having a problem with my automatic transmission. It doesn't seem to shift very much.

When i accelerate i don't notice the rpms dropping (as the gears would change).

And when i'm on the highway doing 60 my rpms are steady at 4,000.

The fastest i can go is about 85 because my rpms are at 5-5.5 k at that point, and i don't want to hurt my motor.

When it does shift the rpms only go down about 500, if that.

Does anyone know if this is normal, or what could be causing it?

I believe the high rpms are a cause of my bad fuel economy.

*EDIT*

I realized i wasn't using overdrive on the highway so that means i wasn't using the top gear. I'll using od next time. I still have the problem of my rpms only going down like 500 as it shifts.
