need help asap with iac

I was having trouble my code read on the obd2 that iac was bad so i replaced it and the idle is still surging up and down at 1 and 2 k and i need to fix it tonight any ideas please help?????
 
I took everything out and put it back in to make sure everything was hooked up and i was driving it and the check engine light came on again and it still says idle air controller system even after i reset the computer(because battery was unhooked). I have no idea whats wrong now.
 
Dont want to bring up an old post but still need help. I was wondering if I get a new tb and hook it up and it still surges will that tell me its the wiring?
 
Well I figured out what was wrong just for future reference. I replace the bottom part of the throttle body with the antifreeze hoses running into it with a fresh seal it worked perfect.

Just for those who search this, I believe that what he's talking about is the FIAV seal. It is the seal in between the upper and lower portion of the throttle body.
