boost question?

hey guys whats up ? see if any of you could answer this. I did like 9 3rd gear passes from 3k - 7k rpm got like 15-16lbs of boost . then i went to launch my car from a stand still , currently have a EProm ECU (capped socketed, with kyle t chip) , which ables car to go to 5k rpms with the clutch in from a stand still and the boost should go to whatever its set at , like i said it was at 15-16lbs , but it only hit 9-10lbs which made for a pretty shitty launch . any reason why it wouldnt go to 15-16lbs.?

No load on the engine. You won't get enough exhaust flow without a load being on it.

so how do i get it up there with no load
