HELP! Bumper is STUCK!

I'm trying to take my front bumper off to install some fog lights. This is the first time I'm taking the bumper off this car and I have ran into a problem. The car had a 97+ conversion when I bought it. I removed all the bolts (Right under the hood, underneath the bumper, and the two behind the front of the wheel wells) and now the bumper is loose but it won't come off. It feels like the center of the bumper (right between and below the headlights and above the center hole) is either screwed in or fastened somehow. I've already found and removed some body tape and suspect there might be more. The problem is I can't get to it. Is there any way to remove or loose the tape without just yanking? (IE hot water or something to loosen it.) Any help would be apprieciated! Oh and I have pictures I can upload if they will help!
 
Ok, that is the problem.... (Stupid me) However I have ran into another problem. I can't for the life of me get that bottom bolt off the headlights. I can't get at it from unerneith, nor can I get at it by using an extension on the ratchet (it won't fit between the bumper and headlight even with me pulling them apart and someone else sliding the ratchet in). I have however managed to get the two clips on the outsides of the headlights off. I just need to get to the two middle ones. Any ideas?

You need an Six Inch Extension and an Universal Swivel and your Trusty Ten mil socket.

go to a tree, get a twig with a Y in it, kinda like a crutch, use that to guide the socket on.

I have the extension, but I can't get the headlight and bumper far enough apart to fit the ratchet in there. Any ideas about how to do this? I really don't want to bend the bumper, but is this the only way?
 
is it 1/4 inch drive ratchet and extension?

that might be your problem,, drop the 3/8ths buddy :p

Ok, finally got the bumper off. I took an old sleeve of a long sleeve shirt and stuck the ratchet through that. Yes it was a 1/4, I just had a hard time getting it in there, and then once I got it in there, I took a large wrench like 11/12 to guide it onto the bolt, got it right off! Those bolts won't be going back on there! These were aftermarket headlights in the first place, and I can't believe the previous owner went to the trouble of putting that bolt back.
