Wastegate Help Now!!!

hey guys... i'm installing a 14b turbo on my 1995 talon awd and we are putting the wastegate on.. one problem though.. when the waste gate is on it opens the flapper. take a look at this pic and see what the #### is wrong with it, because i need this thing installed, and as of now its the only thing holding us up. any input is appreciated thanks
note the flanges on the rod, are they supposed to be seen? or in the wastegate itself?

Is it the WG accuator that came with the 14b and not your old t-25. If it is then you have a bad WG accuator. When it is bolted on it should pull the flapper closed, you should have to pull the accuator rod out with plyers in order to connect it to the flapper linkage.
