Burning oil, 30psi compression lost, poor mpg

The oil burns constantly, at all times, irrelevant of temperature, throttle, etc. Smoke appears white but smells like oil and coolant is fine. I'm at 130-135-130-135 compression. There is some oil leaking at the exhaust manifold on cylinder 4, and oil feed line.

Seals, rings, turbo, or head gasket?

headgaket is where i would put my money, but it could also be rings do a wet compression test..
