New motor, car wont start

96 Talon TSI (FWD) I just got done putting in the new short block, and i finally got everything togather and go and start it. And nothing happpends, you hear a very faint click under the steering column. But no click from the starter, Its the same starter off my motor that worked fine that had 140k. I check voltage and have power from battery and i have power from the starter. No cranking or clicking from starter, any ideas? I have the intake manifold removed right now.
 
I have one more question for yea, You know the set of wires from the ground side of the battery terminal. That pack of wires that pretty much just go to the battery and starter. Their is one black sensor, about half way in the middle of the whole set of wires. I dont have that plugged in, because i cant figure out where it goes. If you could tell me where to plug this sensor in, that would be very appreciated and could this be the problem?
