valve guides or piston rings?

Car burns oil on startup, 3 and 4 cylinders compression are 150ish...no problem but 1 and 2 are 120 and 90 respectively. It doesn't burn oil when driving but it does idle unpredictably and shitty. runs better after warmed, im thinking rings but i was curious maybe guides...help if you can...thanks

yeah haven't done a leak down test but who gives a shit these cars are a dime a dozen anyways.... parting out a 90 talon tsi 16g 2g mas etc...haha pm.
