need help with several problems (engine limit at 3100 rpm)

This seems to be a problem with a car that I just got, and I am not sure which area I should start with so I will list the known problems:

#1 huge exhaust manifold leak on front left side with mising bolt on extreme left side of manifold

#2 there is a different injector in cylinder #2, this car had it replaced with a injector and it looks different than the other 3. Also, it does not run on cyl 2 right now.

#3 turbo does not engage, but boost guage runs at zero. no negative vacuum???

#4 most profoundly, this car, no matter what gear you put it in, WILL NOT go above 3100 rpm (aprox) even in 1st.

Anyone know what is the first thing to do? I want to fix exhaust leak, but would that cause the engine to hold at 3100 rpm?

1... put a new bolt on there (cheap)
2... replace the injector with the original injector with NEW o-ring (cheap)
3... you have a bad intake leak.. maybe one of your vaccuum hoses are not attached or attached wrong .... also tighten up the throttle body gasket and intake gasket ( cheap just takes time)
4.... this is due to your intake or exhaust leak
