idle sits way too high

Heres the problem whenever you plug the isc in the car idles way too high and surges and you can turn the biss screw in all the way and the car will not stall and still surge. With it unplugged it would idle fine but now recently it is idling high and you can trun in the biss screw til your heart content and it wont stall out. I want to get it to where I can plug in the isc and the idle is fine and everything. Any help is appreciated thanks.
 
The isc on it right now is new and when the guy bought it before me it still didnt fix the problem he said it still surged so he left it un-plugged. Also the ecu was rebuilt due to having bad idle circuit driver and now it still does it. Thanks for the reply.
 
have you tried cleaning the hole the isc goes into?

Also, try cleaning the throttle body. Sometimes the plate gets stuck.
If you have a logger check out what your throttle position is.
 
yup I got a logger and I will see what my tps is set at cause that could be the culprit is it suppose to be like 7-6% at idle or 0% I forgot and I do have another tb so there is potential there and tps. Thanks so much for the help man.
 
On the logger it will actually show a little % of throttle open, an AFC will show 0 becuase it knows no better. Wasn't being a smartass in the first post, you didn't state you had already changed it. Also have you looked to see if the o ring on the biss is shot or not cause if it is leaking a lot, I imagine that could cause your problem as well.
 
Its all good man I didnt think you where trying to be a smart ass I just realized I owned a logger. The biss screw is fine brand new with new o ring so I am thinking its the fast idle valve right now does the same on hondas. I will get back to you thanks for your help I appreciate it
 
I fixed it yay its all good now it was a mixture of the fast idle valve and the isc motor so now idles like a champ everyone thanks for your help.
