NO BOOST after 14B install... Please HELP!!

I blew the T-25 and just recently installed a 14B on my car.... it's still puffing blue smoke from when the T25 went out, theres still quite a bit of oil in the exhaust from when the oil seals on my old turbo blew..

Anyways, today I installed the oil feed line and actuator...

Take it for a test drive and the result is:

- No boost in neutral. (10 Vac)
- No boost when driving - will not go past 10 Vac
- A/F gauge reads fine. Not too rich and not too lean, right where it has always been.


Now I know the turbo is in perfect shape. No shaft play whatsoever. Does anyone have any suggestions as to what the problem could be? When my T25 was on its way out, I removed some of the washers from my Turbo XS RFL bov so it would build a little boost.. Perhaps I should put some back in? I only have one in there at the moment... any suggestions would be greatly appreciated!! I'm going nuts.. my car has been down for almost 3 months now.... 1st the engine, then the trans, and now the turbo... im dying to get this thing running!! please help!

Double check the wastegate actuator arm to see if it's connected. Otherwise make sure you don't have a massive boost leak (like from a BOV that's not set up right). If all else fails, take off the intake pipe and make sure the compressor wheel spins freely.
 
Thanks for the reply. I just installed the actuator rod myself and it's still on there tight. I just put 4 washers in my BOV and that still did not solve the problem. I'll try taking off the intake pipe next, but like i said this turbo had no shaft play and spun freely when i inspected it before installing it..... once again, thanks for your input, any more is always appreciated! :)
 
Did you take that "ring" out when you swapped turbos or did you re-install it? If you re-installed, take it back out. I've seen a few people do this and it didn't line up right and it got caught in there sideways and the car ran like crap and wouldn't build any boost cause of the blockage of air. Just a thought.
