Guy's I need help I can not get the turbo to hold boost none what so ever?

Hey guy's here is what I have then my problem
1. FP green turbo 7cm exhaust housing , internal wastegate , 90 degreen elbow
2. Ported Ex. manifold
3. Mild ported 02 housing
4. 3 inch RRE down pipe
5. 3 inch Thermal R & D cat back
6. 3inch dejon tool intake
7.upper piping with turbo X's type H blow off valve with 5 washers on the inside
8. Big Greddy front mount intercooler w/piping
9. Extreme Tec. manual boost controller
10. 650 cc injectors
11. B & M FPR
12. Apexi AFC
13. Walboro 255 hp fuel pump
14. CFDF Clutch
And have done a boost check everything is fine!!!!!
Now the problem ... I am making 22psi at 3500 rpm on a Green WTF?
Well I have everything hooked up right and I am going down the road to set the boost and I have backed the Boost Controller all the wasy out and I kick it a bit to see what the boost is at and it goes to ( 22 PSI ) so I backed out of it! I messed around with the boost controller some more thinking it was it and I put the Factory boost controller back on and went down the road again still the same thing wants to go past (20 PSI) ! So at this point I am like WTF you know? and I pull the hose from the Actuator and I have the Actuator screwed all the way in and I go down the road and still goes past (20 PSI)! I am kind of puzzeled at this point and I start to call the people in my area and try to find out some stuff and they tell me to disconnect the actuator from the wastegate and they said it might get some boost creep but shouldn't go past 10psi or so so I do this and I go down the road and I kick and by the time I get in 3rd gear it's hitting right at 10psi ...If anyone out there can help me at all that would be great thanks for looking and any help given if I have tried it I will post to let you guy's know and if I figure it out I will also let you guy's know what the problem was to futher help anyone that comes accross this situation !

Have you checked to see if your wastegate is opening up? It could be stuck...
 
Is the actuator arm an ajustable? If so you want to adjust it so that you can just pull on it a little to extend it out and slip on to the wastegate lever. If you tighten it to tight then it won't let the wastegate open which will cause higher boost before it can open.
