Did My Waste Gate Actuator Take a Crap???

Recently I have been having boost problems which weren't occuring before with the same MBC (spiking 15 to 20+ psi, set at 12-13 on 14b). So I turn my MBC all the way out, still same problem. So I take the spring and ball out of my MBC (straight vaccum/boost to actuator) and still same problem.

So I check the waste gate arm, its hooked up. Anyone have any thoughts to why this is happening?? Should I try and look for another waste gate actuator to try out?? Is this one shot?? I don't have a clue as to why this is happening.

I call the dealership to see if I can get one, and there like "it's $440," #### me if I am gonna pay $440 it. I could buy a freakin turbo for almost that much. Looks like I will be looking for a used one!

(and by the way, they told me $2500 for the whole turbo, what a joke)
