crank pulley is eveything ok

hey guys well i just put my crank pulley on and it seems like something is wrong, i cant realy explain it but it just doesnt feel right, like if i hit the gas the rpm drop and almost die out then go up, and kind of sounds like a whining sound, is this normal or did i put it on wrong
