Boost loss after install of UIP

I have a 97 Eagle Talon Tsi Awd, with minor mods and stock turbo. I recently installed an upgraded UIP to my existing HKS SSQV BOV and and my boost would not exceed 10psi, before the install it would go to 12.5psi. I try adjusting the screw on top of the BOV and it seems like if its tighter it blows off quicker, and loosening the screw it blows off slower.

What does the screw adjustment do on BOV, and is that why it only boosts to 10psi?

boost leak maybe? That's all I can think of.
