Stock Boost Cut!?!

I have a 95 TSi AWD with a 1g bov and a upper ic pipe and i am hittin boost cut at 16 psi and a boost controller has never even touched my car!! I dont know what the problem is. Also, is there a ECU chip that i could put in to elimintate this. Also i was wondering if there was a chip to make a "stutter box" (rev limiter adjustable in neutral). Thanks,

-Is the BOV crushed or modified? stock 1G BOV start to open at ~15-16psi.

My 1g BOV is uncrushed and unmodded. I have had it on for about a month now, and I am just now starting to hit boost cut. Usually my boost would spkike at 16 and be consistnet around 14. This boost cut comes and goes, it doesnt always happen. I would say it happend about 1 out of 5 time I got WOT in 1st or 2nd. It never did this before and I have the same mods on it as before. PLease help

ok After some researching i am thinking i have aboost leak (even though i havea good vaccum. If i have one, how to i go about finding it?
Im gonna do a pressure test later in the week.

-I cap the turbo inlet with a PVC cap, hook up a hose to the nibble for the brake booster on the intake manifold, adjust my air compressor's regulator to ~17 psi, listen for leak.
