Ecu Supply Voltage For Knock Sensor

I have a 93 AWD. My knock sensor voltage read 0V. I traced for an open circuit all the way back to the ECU pin9 and the wire has good connection. I then cut the wire for of the harness going to pin 9 on the ECU and turned the ignition ON and measure the voltage there and it still read 0V and suppose to be roughly around 8 to 11V according to the manual. THe caps looks good and I went ahead and replaced it anyway and still have the hesitation and sluggishness. My idle also miss form time to time. Do you think my ECU is going bad gradually. Please help DSM experts..
