No BOost

I just got my star stage II turbo kit hooked on, and my boost gauge is only reading 3-4 lbs, and it feels about right. I've adjusted the screw on the wastegate to the right about 3 whole turns, and is says it suppose to be 1 lb. per 1/4 a turn. I dont know if im not turning it the right way, or if my intercooler or blow off valve is leaking causing it to run at such low boost. Hit back if you got any ideas

when does it start spooling & reach full boost at? do a leak test first and see what u get.

It begins spooling at i'd say about 2300 and i'd say its at full boost by 3800. the bov and intercooler are both brand new so i wouldn't think any of those would be leaking. but i guess i could check
