Ok, here is the deal. I recently got the Crower 66416-2 Cams, they are the 264/272 street set up for my 99 eclipse GST. I upgraded the valves, springs, etc. I even got the 3G "non ticking" lifters for the head as well. I installed everything and when i was attempting to turn the crank by hand i noticed abit of resistance. I can clearly know that there is not enough valve/ piston clearance. I contacted SBR and they had no clue, and told me to contact Crower, so far no responce. I tried to turn the crank with my stock cams and it turned all the way. I could really use some ideas to what the problem could be, Crower and SBR both say that the cams are straight drop in and should have no problems any takes on this??

When you installed the cams did you bleed the lifters? When you took your old cams out it allowed your lifters to fully extend. You have to install the cams and let it sit for 3 hours or so if you didn't bleed the lifters back down yourself. After it sits for 3-4 hours the lifters will naturally bleed themselves back down and you should be able to turn it over no problem. I can't see why those cams would cause piston to valve interference.

I bled the new lifters according to what the instructions said. Everything was installed and the last thing I installed was the cams. I tried to rotate the engine by hand without the timing belt in place and just could not rotate it all the way because i felt something hit, and i did not want to force it.

If the cams are installed according to the instructions then all the valves should be closed anyways. The motor is at top dead center correct (dowel pins up, crank sprocket pointed at the timing mark)? If so then the number one and number four piston are already all the way up and the number two and number three pistons are all the way down. I would pull the spark plugs and slowly try and turn the motor over so there's no compression and see if it's still feels tight. Since you don't have the timing belt on the compression doesn't have anywhere to go since the valves aren't opening and this could be causing your problem. These cams shouldn't cause any interference issues especially since the valves aren't opening. Other than that I'm not really sure.

I installed the 3G lifters when I installed the cams. Everything is just how you describe it, valves are closed, number one and four pistons up, second and third pistons down and no plugs, but the darn thing still wont turn all the way. The only suggestion I've got from SBR is to retard/advance the timing.

Assuming you still have the valve cover off check to see that none of the valves/springs is being pushed down by the camshaft lobes. If some are, take the cams back out and rebleed the lifters. Also, in my motor I've noticed that the all of the valves aren't closed when the cams are installed, even at TDC. I would not turn the motor over without the timing belt being installed.

Just my .02
