ECU power problem

My car was running in the garage when it randomly shut off and would not restart. I chased the problem down to no voltage on ecu pins 107 & 102. One is afecting the other I'm sure but I am kinda stuck and looking for some help. Pin 107 should have 12v on it when the key is in the on position. So if 102 feeds it where does 102 get it's 12v from? I swapped out mpi relays and ecu's and I still have this problem.

Found the problem, the mpi fusible link was barely blown, it still showed continuity when I tested it with a fluke but was still blown. Now I need to find where the short is.
