What is this white plug for?

Anyone know what this white plug is for? I took my dash off and it was there not connected. Also does anyone know where you can get those zip ties that go around the main engine harness and connect it to the body of the car?

If memory serves, that's where the TCU (transmission control unit) sits in automatic 2Gs, right? No reason to make two seperate wiring harnesses...
