low temp casing rich condition?

SO I went to pick up my GF after work yesterday...drove with logger on all the way since I have been having problems with my HC values on emissions ( running rich , having 298 out of 100 in values)

Well when I was driving in to town I held 70-75mph on the highway...coolant temp never got above 140-145 degrees fahrenheit. I have been reading on it and as I understand it should be 180-200 right?
Could the sensor be wrong and therefor the car never gets up to temp causing it to run rich? That would affect my HC values as well I assume..so that might be the faulty part.

Temperatures being that low could cause the car to never go into closed loop and if it isn't in closed loop it uses a base map for fuel control. See if you know anyone that has one of those infared thermometers and point it at where the sensor is and see if the temps are close. If they are way different its most likely the sensor or wiring to it. If they are nearly the same your thermostat may be stuck open. Good luck.

My car has the same problem right now. The temp. gauge does get up in the normal operating range but i have to run it for at least half an hour for that to happen. Also my car is running rich and that might be why. I think my thermostat is stuck open just as i think yours is. Check it and see.

well now I was out driving and it worked just fine..went up to between 180-200..
On the other hand my O2 is weird..I switched for a new one but it sometimes fluctuates as it should and the next second its stuck at 5.00 volts according to logger. Doesnt seem right. Maybe it hangs up from time to time and then it wont work causing the richness as well.
