intake cam locked up?

ok, so i replaced my water pump about 2 weeks ago, after i did that, i lost complete top end power, couldnt figure out what the problem was. finally got it figured that my timing was off. well i just took my car apart today, and put it back together. tryed to start it and nothing. so i started to take it all apart and realize i lined up the wrong timing mark on the crank pulley. so i pull the belt off, line up the crank, oil, and exhaust cam. i go to line up the intake cam, well i get it turned 3 times around to get it where it needs to be, timing marks lined up with the head, and the pins on the top side. well the intake cam didnt look like it was lining up right, so i tryed to turn it clockwise again, and it wont budge. i can turn it counter clockwise a turn, then it stops, and i can go clockwise again. but thats it. for some reason im thinkin its not supposed to do that, maybe its just me. anyone have any input as to what they think it is?
 
Sounds like the intake valves are hitting the tops of the pistons or they might be bent from the timing being off before.
 
ends up they were hitting the top of the piston, im a dumbass, but ive run into a new problem. close thread please
