ECU Newbie Help.....Steve? Or someone?

Ok, here is a brief synopsis of my car and its problems.

CAR: 1992 Plymouth Laser Turbo RS (FWD, 5spd), Made in Oct of '91.

PROBLEMS: Car starts fine, after driving for a short period of time idle surge occurs. Idle surge will occur if the car is just started and it idles for a while too. While driving the car the car will pull till about 4500 RPM to 5000 RPM. (Aftermarket boost gauge I installed says max boost is about 10psi, with vac a hair shy of 20.) Once at that RPM range it just stops advancing RPM's and really runs like crap, like its hitting rev-limit and fuel cut all in one (Though I admit I probably wouldn't know about fuel cut since I haven't felt it before and dunno if thats what it actually is.) I've noticed the rapid clicking sound after I shut the engine off, and a rather peculiar odor which I can't describe



WHAT I'VE DONE: Boost Leak test, cleaned throttle-body, ran a can of sea-foam through the cylinders, replaced spark-plugs (NGK BPR6ES), did an oil change....etc...basic tune-up.

I took out the ECU and popped it open to inspect the board, I took pictures which follow:

ok I think I can handle the capacitor replacement. Whats the best method to safely clean up the board?
 
Clean the Pads. The hand-held manual solder sucker rarely gets all of the solder. Most of the time, you have to clean up after it. Figure 5 shows copper solder braid being used to sop up all of the residual solder to ensure a clean pull of the capacitor.
That is all I got brother . Pic 5 in link . Mine had been leaking to long had to replace ecu . Quite expensive in my opinion .
