Car: 1990 laser rs turbo. It's sat for 8 years and now that it's running the steering isn't great. What happens is that it makes this humming sound from under the hood when I turn the wheel. It also is harder to turn when it hums. Sometimes though it will completely lock up and not let me turn the wheel. Could old broken down power steering actually cause it to lock up like that though? When it lock it's after I turn the wheel about 30 degrees and it acts like it is hitting something metal and it bounces back to the center where the wheel is straight up and down. Any ideas?
