AH! Fix one thing and 3 more things break. Then when you fix those, more things break.

So my car started this really high pitched whining noise at acceleration, which appears to be related to boost. It happens around 5psi vac and gets louder when I start to boost.

It doesn't sound like a turbo spool, it's way higher pitched. It sort of sounds like if you would run a guitar pick up guitar strings really fast. My boost levels also seem pretty weak.

Any ideas? Once it cools down I'm going to check for play in the turbo. (stock t25 with 165k miles on it)

Definately check the turbo. I had the same thing happen to me about an hour before my 14b blew. I couldn't figure out what I was hearing, turned out to be the compressor wheel tearing itself apart.

i just took the intake off and played with the turbo shaft. it has no play up/down/left/right. but it does move in and out a bit. maybe 1/8-1/4 inch play in and out. is that a bad sign?

In and out shaft play is the worst. When my first 14b blew, the exhaust turbine blew off of it and it leaked water like crazy, so I had it towed on the safe side. If the turbo blows and doesn't leak oil or water or anything, then it will squeal right before you hit 0psi or push any boost, and that sorta thing. It will run, but it will feel like hell. Like running on 3 cylinders.

*edit*

in no way am I saying that it's ok to drive it all over BFE, infact, I would recommend not driving it at all until you replace the turbo. But it wouldn't hurt to drive it a few hundred feet or so to move it, or start it to see what's up. Chances are it will run perfectly fine at idle, but as soon as any type of load is put on the motor, you can forget about it.

my non-turbo makes the same noise. its a pin the muffler that comes loose it makes whistling noise. I talked to service techs at mitsubshi bout it they say alot of eclipses have this problem. It dosent hurt the car in anyway. But if you want to get rid of it buy a new mullfer. But since your car is turbo'd im not saying this is 100% the cause of the noise. But thats what I know from my experiance.

Exactly, the car is turbo'd...It has a different muffler..(When mine was n/a i had the whistle too..) The sound he is talking about is louder. Seems like he knows it's coming from under the hood. My first guess was the turbo as well..1/8-1/4 INCH of shaft play is pretty damn excessive..I'm suprised you have any fins left on the compressor myself..

it could be your transfer case
does it do it as your speed increases or does it doo it
( the faster you go the louder it gets)
or does it get louder with the rpm's

If the turbo blows depending on how it does it could dump alot of metal and brass shavings threw your motor if the shaft brakes this could happen also if this end in and out play is to much the fins will run against the housing and put shavings threw it to also if the shaft brakes it will dump tons of oil into the intake pipes and out the exhaust and then the car will run porely if it does at all. id replace it if thats the problem before you get to that stage just for the safety factor, good luck.

I've had two problems where i heard a high pitched whining noise. One was the turbo went bad. The other was a boost leak at the J-pipe, which i thought was the turbo at first. Before buying a new turbo, do a boost leak check. Its definately worth the time, instead of buying a new turbo if you dont need one.........

I would also check the belts. Alot of times when people take off the timing cover to do the belts, they don't put all the bolts back into the cover causing the belts to rub the front of the cover. As they wear out a little bit from rubbing they will start to slip and sqeual and whine a little bit. Might not be your case but really easy to check and make sure.
