What is this wire???

[RUSURE]

First off, this wire is located underneath the radio and shifter in the center column. To get to it, take off the passenger or driverside panel and it's right there. I need to know what it is or what it's suppose to be connected to, my car has many electrical problems so, please help, it might be a ground for mine is attached to the metal frame by a screw? Is anyone elses attached to anything????

Definately looks liek a ground to a turbo timer off hand.

Stop it from grounding out and work from there.... what does it lead to?
