all my lights are flashing...help!!

Hey everyone,I am new to the forum.I just picked up a neglected 1992 Laser RS AWD.The major problem I am having is that all my dash and exterior lights are flashing dim to bright when the car is running.I have checked the alternator and it's at 14amps.The battery was replaced a month ago....no problems with starting ust the surging lights.Anyone experience this problem?...........HELP!!
